Service chiefs meet Manohar Parrikar, discuss Pay Commission report

The armed forces' personnel are of the view that if the Pay Commission report is implemented in its present form, it will position them much below their civilian counterparts in terms of salaries, facilities and status, the sources said.
Concerned over increasing pay disparity between defence personnel and their civilian counterparts, the three Service Chiefs on Tuesday met Defence Minister Manohar Parrikar and discussed issues related to "anamolies and shortcomings" in the 7th Pay Commission report.
The service chiefs had earlier written to Parrikar highlighting various aspects of the Pay Commission report which the military felt was a "let down".
"The three Chiefs had detailed, comprehensive and constructive discussion on the issue," defence sources said.
The armed forces' personnel are of the view that if the Pay Commission report is implemented in its present form, it will position them much below their civilian counterparts in terms of salaries, facilities and status, the sources said. One of the main issues that the armed forces face is with regard to the "risk-hardship matrix" dealing with the allowances for posting in difficult areas.
The government had recently set up a 13-member Empowered Committee of Secretaries (CoS) headed by the Cabinet Secretary for processing the recommendations of the 7th Central Pay Commission, which has bearing on remuneration of 47 lakh central government employees and 52 lakh pensioners.
Navy chief Admiral RK Dhowan was the first among the three service chiefs to officially comment on the Pay Commission report.
"Whatever we feel are the shortcomings are being taken up by the three services with the Ministry of Defence to see that whatever we feel is necessary for our men, our officers, our civilians, is made available to them," Dhowan had said earlier.
Besides, having discussions on the 7th Pay Commission, the chiefs and the Defence Minister also held deliberations on the issue of One-Rank-One-Pension (OROP).

One Rank One Pension (OROP) implementation order, tables issued

New Delhii: The annual recurring financial implication of One Rank One Pension at the current rate will be approximately Rs 7,500 crore, the government said today as it issued detailed instructions for the scheme.

The government also issued OROP Tables which said that the arrears from July 1, 2014 to December 31, 2015 would be approximately Rs 10,900 crore.

86 per cent of the total expenditure on account of OROP will benefit the Junior Commissioner Officers and other ranks.

The total increase in the defence budget for pensions is estimated to go up from Rs 54,000 crore (BE 2015-16) to around Rs 65,000 crore (proposed BE 2016-17), thereby increasing the defence pension outlay by about 20 per cent.

The government order said that the payment of arrears and revision of pension under OROP is to be made by the Pension Disbursing Authorities in four instalments, except for family pensioners and pensioners in receipt of gallantry awards who will be paid arrears in one instalment.

The government had in November last year taken the historic decision to implement OROP, “fulfilling” the long standing demand of defence personnel after 42 years.

The move that will benefit over 18 lakh ex-servicemen and war widows had been rejected by a section of the veterans who are still protesting saying there are a number of “lacunae” in the scheme.

रक्षा मंत्रालय ने वित्त मंत्रालय के पास भेजा प्रस्ताव


गणतंत्र दिवस के मौके पर केंद्र सरकार वन रैंक वन पेंशन (OROP) को लेकर बड़ा ऐलान कर सकती है. रक्षा मंत्रालय की ओर से ऐसे संकेत मिले हैं कि नए नियमों के साथ इसे जल्द अमल में लाया जा सकता है.
सूत्रों के मुताबिक, OROP का ड्राफ्ट रक्षा मंत्री मनोहर पर्रिकर को दिखाया जा चुका है. उनकी ओर से हां होने के बाद इसे वित्त मंत्रालय के पास भेज दिया गया है.

पेंशन को लेकर हैं कई असमानताएं
बता दें कि OROP को लेकर आखिरी ऐलान होना अभी बाकी है. सरकार ने सितंबर 2015 में OROP की घोषणा करने के बाद नवंबर 2015 में इसे लेकर नोटिफिकेशन जारी किया था. हालांकि सभी रैंक में पेंशन को लेकर कुछ असमानताएं थीं जिन पर मंत्रालय लगातार काम कर रहा है.
सूत्रों के मुताबिक, रक्षा मंत्रालय सभी रैंकों में OROP की टेबल पब्लिश कर उसे अनाउंस करने की योजना पर काम कर रहा है. इससे यह स्पष्ट होगा कि सेना, वायुसेना और नेवी में ऑफिसर ग्रेड और जवानों की पेंशन में क्या बदलाव हुआ है.
30 लाख पूर्व सैनिकों को मिलेगा लाभ
बताया जा रहा है कि इस योजना के तहत करीब 30 लाख पूर्व सैनिकों और विधवाओं को बढ़ी हुई पेंशन मिलेगी. इससे सरकारी खजाने पर हर साल करीह 8000 से 10000 करोड़ रुपये का बोझ बढ़ेगा.

OROP को लेकर सरकार की ओर से उठाए जाने वाले कदमों का पूर्व सैनिक विरोध कर सकते हैं. पूर्व सैनिक सरकार के फैक्टर और फॉर्मूले का विरोध कर रहे हैं.

The Soldiers and The Statesmen - Balbir Singh Parmar

 
1.   OROP has caught the imagination of the Nation. But many people are unaware of what OROP means? It has different connotations for different people.
 
2.   But what does ESMs themselves think about OROP. ESMs today are divided in five main groups.
 
3.   First  group is with BJP which do want OROP but they do not want to embarras the PM and his administration and thus are quiet and not participating in the demonstrations.
 
4.   Second group is pro INC which has become very vocal and wants no stone unturned to embarrass PM Narendra Modi and are also targetting people like Gen V K Singh, Col Rajyavardhan Singh Rathore. Fortunately, Col Sona Ram, MP from Barmer had successfully avoided the spotlight.
 
5.  Third group is pro Third Parties. This group is smaller in Number and is active ocassionally on need basis.
 
6.    Fourth group is independent thoughts groups trying to do spmething different.
 
7.   And fifth group is couldn't care group. Jo sab nu milu, sahannu bhi milu syndrome aflicted.
 
8.   We all have political affiliation but happy to call ourselves apolitical. We are ahead of politician who we ridicule at the drop of hat.
 
9.   While in dervice we were non-partisan but we called ourselves apolitical. This terminology wad given by British as we Indians had no political rights and were not part of 3% or 14% voters population.
 
10.   The Nation-State is a political organism and Armed Forces are the instrument of state. How come the contituent of a polical entity be apolitical?
 
11.   The Veterans' 50% problems will evaporate the day they shed this apolitical tag. Today we are busy quoting how veterans are honoured in US. Let me remind you the old dictum which we followed while we were in service. RESPECT CAN NOT BE DEMANDED IT IS ALWAYS COMMANDED. If we want respect after we retire, we have to earn it by being socially relevant as a group. And the only field we can excel as a group is the political domain which these days is dominated by not so honourable people. That is our first right as we have given our blood and sweat. We have given our youth. We have taken oath to defend the constitution at the beginning of military career. Have we forgotten that? One of the function of defence it is to operationalise it in true spirit.
 
12.   There is need to change the mind set from apolitical to THE SOLDIERS AND THE STATESMEN. Rest of things will fall on line. The whole nation is waiting for you to lead.

          We last met at Chepauk, Chennai, in September 2015 to conduct the most successful Veterans’ Protest for OROP in the State.
 
          While this is intended as a thank you note for your earnest enthusiasm and dedication to the cause of ESM it is also a call for greater sacrifices for the same purpose. Needless to say that we will find our next event as satisfying and uplifting as did the Chepauk meeting.
 
          As you are aware Maj Gen Satbir Singh, SM is the undisputed leader of veterans of armed forces who has been relentlessly leading the actions demanding OROP for the last nine years. A large number of veterans of Southern States wanted that Gen Satbir should be requested to guide us. Therefore I made bold to invite him.
 
          He has most kindly and graciously accepted our invitation and has given us a date, Sunday, 29 November 2015, when he will be with us.
 
          He will be accompanied by Gp Capt VK Gandhi, the General Secretary of IESM and Lt Col Balbir Singh Parmar, the Founder National President of Sainik Samaj Party.
 
          It is imperative that we should make the visit a resounding success. With that in mind we will soon be getting together to discuss and decide responsibilities.
 
          Meanwhile I request you to give the event the widest possible publicity to your friends in all the States of South India through email, whatsapp, Facebook, twitter, linkedin, blogs and every method possible including articles in the print media and appearances on radio and TV.
